Landlord fined for breaching fire regulations in student accommodation

A landlord was ordered to pay £8,500 in fines and £2,287 in costs for breaches of fire safety and environmental health regulations at his rental property.

Peter Teifion Jones, from Swansea, was also hit with a £15 victim surcharge after pleading guilty to 12 offences in total.

The charges related to his eight-bedroom house in Brynmill, Wales, which he rented out to students.

Environmental health officers from Swansea Council Environmental first visited the property in July 2009.

Finding it to be in breach of environmental health rules as well as the Fire Safety Order (2005), officers gave the landlord until November last year to carry out improvements.

However Jones failed to make the necessary adjustments and the case was brought to prosecution.
John Hague, Swansea's Cabinet member for Environment said: “This is an excellent result.

“The level of fine shows the seriousness of these offences. Landlords who rent out property have a duty to manage them well to protect the health and safety of the tenants.”

The largest costs incurred were for breaches of fire safety regulations. Offences included failure to maintain means of escape in good order and repair, for which Jones was fined £2,000.

He was ordered to pay an identical sum for failure to maintain fire fighting equipment and alarms in good working order.
